Western Beef is a low-cost grocery company, with its headquarters in New York City. The store runs a wholesale food business that specializes primarily in meat and poultry products. Also, it serves as a network of warehouse-style retail food stores with rock-bottom prices that cater to the tastes of the various ethnic groups represented in each store's market area. While it serves as a diverse community, Western Beef offers products from top worldwide brands and domestic brands.

Martin Rochman founded Ranchers Packing Corp. in 1963 with the goal of processing, packaging, and selling frozen flaked, chopped, and ground meat. In 1975, Ranchers Packing transformed its New Hyde Park facility into a retail discount store that catered to "bulk customers," selling a range of meat, cheese, and other food items at low costs. But Ranchers Packing was closed in February 1976 when Ranbar Packing, Inc. purchased it through a stock exchange. In 1983, Quarex Industries, Inc. took the name Ranchers Packing. Now, the store is known as Western Beef.

The business strategy of Western Beef has been to establish operations in racially and culturally diverse inner-city areas that other grocery companies have neglected. As part of the Tax Cuts and Jobs Act of 2017, New York state's Empire State Development designated a number of economically distressed census tracts that contain many of Western Beef's stores as Qualified Opportunity Zones. Western Beef has publicly supported the program's goal of fostering economic growth that benefits these communities by creating strong jobs.
